That isn't to say that the mouse and keyboard won't be supported, it will just be the second best option. Typically developers, when porting or developing their title for the PC, will look at the mouse/keyboard set up first, and then consider what the game would be like with a gamepad. They perfectly mimic the console experience, only with the added boost of some better graphics.
